History

Mobley & Associates was incorporated in the State of Maryland in 1970 by the late Louis R. Mobley, former director of IBM's world-renowned Executive Development School. From the beginning, the firm was a small consultancy focusing on management concepts, approaches, and techniques. Lou's clientele were typically CEOs of medium-sized private businesses in a number of industries.

Several years after Lou's untimely death in 1987, his eldest son, Dennis R. Mobley, assumed the presidency of the firm, and redirected it towards assistance of public and assisted housing management entities, building on his (then) two decades of experience as a practitioner in both the public and private sectors.

Under the younger Mr. Mobley, the firm has assisted dozens of public housing agencies (PHAs), focusing especially on strategic plans, portfolio transformation, and Mixed-Finance proposals. Many of our approaches were sharpened by our experience, in the mid-1990s, of assisting in the development of mixed-income housing in one of the Nation's earliest so-called "Mixed-Finance" (Subpart F) transactions. Our base of operations is the Southeast, as we are headquartered in Atlanta, but our reach is national in scope.

We now have half a dozen Mixed-Finance deals under our belt, and our colleague Tom Nutt-Powell, of Capital Needs Unlimited, has assisted in as many more. Recently, we closed two phases of mixed-finance housing in Hammond, Indiana, as part of the redevelopment of a former very-large public housing development known as Columbia Center. The first phase (closed in 2010) is known as "American Heartland Homes One" and involves the substantial renovation of existing housing into mostly three-bedroom duplex or stand-alone units such as those shown at right. "American Heartland Homes Two" is mostly new construction, and was closed in 2011.

We are currently seeking Low-Income Housing Tax Credits (LIHTC) for a fifth transaction in Jackson, Tennessee, which is the home of our most far-reaching example of portfolio transformation. Our work in Jackson has included The Villages at Old Hickory (acquisition/rehab); East Pointe (acquisition/rehab plus new construction); McMillan Towers (acquisition/rehab, photo below); and Centennial Pass (new construction on the site of a World War II-era project destroyed by a tornado in 2003).

For many years we were quite active with developing professional development and technical assistance programs in conjunction with the National Association of Housing and Redevelopment Officials (NAHRO).

Our skill and experience in assisting PHAs is founded in part on to the public housing-specific experience obtained as the Budget Officer and Public Housing Grants Administrator for the Housing Authority of Baltimore City during 1972-1984. During this period, Mr. Mobley was responsible for overall capital planning and assisted in the reporting for and administration of the Authority's annual $10 million+ capital program.

Mr. Mobley joined the non-profit National Center for Housing Management (NCHM) in 1984, and began his long career of consulting engagements assisting public housing agencies (PHAs). Once in private practice beginning in 1990, Mr. Mobley performed a number of organizational assessments of PHAs. This led (beginning in the mid-1990s) to our involvement, in almost a dozen HOPE VI-related program management engagements that provided much of the real estate development experience and knowledge base that we draw upon to this day.

Our specialty has evolved to a focus on assisting those PHAs who wish (through their non-profit "Instrumentalities") to function as their own Mixed-Finance developers.
